Ambassador Robert Oakley has had a distinguished career in the Foreign Service, serving as ambassador to Pakistan, Zaire and Somalia, as a senior member of the National Security Council and as assistant secretary of state for East Asian and Pacific Affairs. Ambassador Oakley discusses the role of peacekeeping in humanitarian crises, using examples from his experiences in Somalia to illustrate the limitations to modern peacekeeping missions. In the end, Oakley answers questions regarding Haiti, policy planning in the Clinton administration, and the role of Congress in deciding U.S. humanitarian missions.
