Thomas Sheehy is the Jay Kingham felloe of International Regulatory Analysis at the Heritage Foundation and has worked as an election observer in many parts of Africa. Sheehy concentrates on the role of UN as a peacekeeping or peacemaking organization in Africa and the limitations it faces in this area. During the question and answer session, Sheehy touches on the OAU?s potential for peacekeeping, tribalism and the role of commerce in African development.
