Valerie Sutter is an associate professor at the University of Virginia's Curry School of Education who has spent much of her academic career studying Indochinese refugees. Ms. Sutter views the refugee problems in light of the Cold War, and she points out the different refugee patterns in the new, post-Cold War era. Professor Sutter answers questions about the role of NGOs, reforms in the UN system to better handle refugee crises, and problems of repatriation.
