Robert Maranto, a scholar on American civil service, gives a lecture on civil service during the Clinton administration. He explains that during the first year of Clinton?s presidency the White House?s relations with the bureaucracy were terrible. He first traces the history of presidential relations to bureaucrats in the 20th century. Maranto explains that career civil service workers were both shocked at Bush?s loss in 1992 and concerned about the poor economy. This he explains, contributed to the uneasy transition. He discusses the differing attitudes of the bureaucracies under Clinton. At the conclusion of the forum he answers questions relating to the difficulties in removing bureaucrats, the work that civil service workers do when the move into the private sector, US attorneys, and patronage.
