Robert Maranto, a scholar on American civil service, gives a lecture on civil service during the Clinton administration. He explains that during the first year of Clinton?s presidency the White House?s relations with the bureaucracy were terrible. Maranto explains that career civil service workers were both shocked at Bush?s loss in 1992 and concerned about the poor economy. This he explains, contributed to the uneasy transition. He discusses the differing attitudes of the bureaucracies under Clinton.
