Chong-Ha Yoo, a South Korean ambassador, discusses the North Korean nuclear dilemma. Yoo begins by stressing the importance and volatile nature of the North Korean situation. He gives a brief account of recent efforts to asses and curb North Korea?s nuclear program. He cautions, however, against aggressive policies that may provoke the North Korean government into violent actions. Yoo concludes by advising a combination of both the carrot and the stick to illicit more favorable relations from the North. During the questioning session he discusses the military power of the North, China?s role in negotiations, North Korean diplomats, Kim Il-Sung, the political division of Korea, the use of force, South Korean investment in the North, and social order in the North.When
