Nelson Sievering, an official from the U.S. Atomic Energy Commission and the State Department, gives a lecture on nuclear proliferation. During the forum, Sievering discusses the change in approach that the IAEA was forced to undertake following the clandestine nuclear program of Iraq. He continues to explain how the dilemmas of these covert weapons programs continue to obstruct the normalization of both Iraqi and North Korean international relations. Sievering focuses his lecture on the complexities of arms negotiations with the North Koreans. The lecture is concluded with some remarks about the challenges that the IAEA currently faces. In the questioning session, Sievering discusses American attention to North Korea, Israeli attacks on Iraqi nuclear programs, Israeli nuclear programs, South African nuclear programs, the role of Russia and China in non-proliferation, and Japanese armament.When
