Shirley Warsaw, a professor from Gettysburg College and expert of President Eisenhower, gives a lecture on the Reagan administration?s control over domestic policy. She begins by explaining the evolution of the White House staff, which first began expanding under FDR. She explains how Presidents Nixon, Ford and Carter all attempted unsuccessfully to limit the size of the White House staff and vest more power in the cabinet. Reagan, she argues, is the only President to successfully implement this reform. Warsaw describes the various cabinet appointees and their close relationship with the President. During the questioning session she addresses Sam Pierce, various White House staffers and the importance of a large mandate to implement reforms.
