Scott Sagan, a political scientist from Stanford University, gives a lecture on nuclear safety. Sagan argues that while there is no immediate danger, the possibility of mistakes resulting in the use of nuclear weapons is higher than it need be. He argues that the methodology of the American government is inept in controlling mistaken threats. Sagan concludes but suggesting that a non-military commission review the nuclear safety of the country to ensure domestic safety and that more pressure should be applied on proliferators to preserve international safety. During the questioning session he addresses nuclear submarines, Russian nuclear capabilities, military reductions, SDI, the Chinese nuclear program, the necessity of nuclear defense programs, nuclear targeting, and the Pakistani nuclear program.
