Frederick Kaiser is a former staff consultant for the House Committee on Foreign Affairs for organizational and oversight issues, as well as author of numerous articles and a participant in numerous panels dealing with congressional oversight. Mr. Kaiser explores the how divided government affects the relationship between the White House and Congress. Kaiser gives a detailed account of the powers that Congress currently has and has given itself in the past several decades to make itself more competitive with the White House. During the question and answer session, Kaiser answers queries about the influence of individual members of Congress and the role of the media.
