Vice Chairman and Chairman of President Reagan's and Ford's Foreign Intelligence Advisory Boards, as well as member of President Ford's Intelligence Oversight Board, begins by discussing the history, role, and function of the latter board, as well as the causes of President Ford's particular interaction with the Intelligence Oversight Board and various appointments to the Board.
