Vice Chairman and Chairman of President Reagan's and Ford's Foreign Intelligence Advisory Boards, as well as member of President Ford's Intelligence Oversight Board, begins by discussing the history, role, and function of the latter board, as well as the causes of President Ford's particular interaction with the Intelligence Oversight Board and various appointments to the Board. He contrasts the functioning of the Ford's Board with that of Nixon's, the nature of conflicts between members of the Ford Cabinet on matter of policy, and the quality of Ford people and their interaction with President Ford. The speaker also presents his personal impressions of President Ford, as well as his strengths and weaknesses. During the questioning time, he addresses the efficiency of the U.S. intelligence operation and the process of conveying intelligence information to the President, the relation of the intelligence service to Congress, the status of Amer-Asian children in Southeast Asia, and the guidelines for disclosure of privileged information.
