Professor Tsipis discusses various aspects of the nuclear issue, such as the basic causes of the fear of nuclear war, two ways of avoiding nuclear war, the difference between pre-nuclear and post-nuclear eras, scale of the effects of a nuclear explosive, the strategy for winning a nuclear war, and the dynamics and strategic thought involved in various types of nuclear conflict. The speaker addresses the ways to resolve nuclear conflict, his evaluation of the Strategic Defense Initiative, and his recommendation for a course of action that the situation necessitates. He also discusses the arms race and its effects on the U.S. national policy, as well as the ways of avoiding the arms race. During the questioning time, he discusses the way to improve negotiations related to the nuclear issue, the possibility for adequate arms control verification, the persons responsible for triggering a nuclear war, and the game theory behind it. He also discusses in greater detail various issues related to the Star Wars proposal.
