John O'Leary served as the United States Ambassador to Chile from July 1998 to July 2001. During his tenure in Santiago, Ambassador O'Leary served as a leading advocate of the U.S.-Chile Free Trade Agreement (FTA), whose negotiation he helped launch on November 29, 2000. The U.S.-Chile FTA, effective from January 1, 2004, is the first free trade agreement between the United States and a South American country, and one of only six such U.S. agreements with any country in the world.
