Career servant of the Office of Management and Budget discusses his recollections of Ford and his presidency, both in terms of general impressions and specific events and issues such as accepting Vietnamese refugees, the Swine Flu virus, and increasing defense programs. He also discusses staffing and Cabinet organization in the Ford Administration and addresses misconceptions concerning President Ford. During the questioning time, he addresses the theoretical possibility of Ford's election to the Presidency, extent of the OMB's politicization, Ford's relationship with the OMB compared to those of other presidents, the election of 1976, and the criticism of President Ford.
