Commissioner of Internal Revenue from 1961 to 1964 addresses the contemporary difficulties in enacting a tax reform and the particulars of the need for doing so, including the level of compliance with the Internal Revenue Service. He discusses his opinion on the incremental implementation of tax reform and the conflicts among the six principles of proper taxation. He also addresses in detail the three contemporary tax reform proposals, the policy, and the debate around them. During the questioning time, he discusses corporate taxing, complying with tax laws, taxing municipal bonds and the related question of its constitutionality, the issue of deficit, the value-added tax and the negative income tax, and the taxing of capital gains.When
