Paul David, a professor from the University of Virginia, discusses the Civil Aviation Organization. He begins by outlining the conflict between Roosevelt and Churchill on the nature of post-war aviation. Roosevelt tended to favor a policy of free skies while Churchill hoped to create an international regulatory body that wielded considerable power. David relates the various problems that arose between the two countries as the trashed out a compromise. His lecture ends with the death of FDR. During the questioning session he discusses the importance of the Chicago conference, the role of the Soviet Union and other countries in the conference, and the problem of languages.
