Warren Zimmerman, an American ambassador to various summits and organizations, gives a lecture on the restructuring of US foreign policy since the end of the Cold War. Zimmerman identifies three new issues which American foreign policy must confront: population increase, environmental deterioration and migration. Additionally, Zimmerman warns that the breakup of a monolithic state has left numerous smaller countries with varying levels of stability. The vast increase in populations in many poorer countries accelerates the deterioration of the environment and encourages migration. Furthermore, the issue of migration, which stems from political instability, has numerous consequences. He stresses the need for America to address these issues of political instability, to resolve and prevent future occurrences. Zimmerman sees arms reduction as part of the solution. He concludes his lecture by calling for America to rise to these challenges by creating a new world order.
