Robert Goheen, president emeritus of Princeton University and former U.S. ambassador to India, gives a forum on nuclear proliferation. Dr. Goheen first identifies the difference between vertical proliferation and horizontal proliferation. The former, he explains, is the development of more powerful nuclear weapons by countries that are already in possession on nuclear weapons while the later is the development of nuclear weapons in countries that previously had none. While vertical proliferation was halted by the START I and START II treaties, horizontal proliferation continues to pose a threat. Goheen argues that the United States much take on a more active and dynamic role in world affairs to prevent from continual proliferation. During the questioning session he address nuclear weapons in the CIS, Muslim-Hindu tensions, U.S. policy towards North Korea and Israel, the South African nuclear program, and the Iraqi nuclear program.
