As midnight passed on the night of September 30, the U.S. federal government shut down for the first time since January 2019. This shutdown, however, is different from its predecessors. White House Office of Management and Budget (OMB) Director Russell Vought has threatened to use the powers afforded to OMB under the Anti-Deficiency Act to implement permanent “Reductions in Force” for any employees whose work is deemed to be “not consistent with the President’s priorities.”
